California governor signs law requiring environmental review of West Oakland coal terminal

California Governor Gavin Newsom signed the Community-First Coal Review Act on Wednesday, which requires environmental impact reports for facilities handling, storing, and exporting more than 10 billion pounds of coal annually. The West Gateway Project, planned to begin operating in 2028, would store and ship up to 20 billion pounds of coal annually through Oakland. In June, the Trump administration committed $75 million to the project as part of a federal $700 million investment to promote coal consumption and production. Oakland North reported that the project still needs to complete around 76 permits across 20 different agencies.
