The Metropolitan Transportation Commission (MTC) and the twenty-four transit agencies operating across the nine-county San Francisco Bay Area completed the software activation of account-based open-payment interagency transfer discounts on Saturday morning across all 4,800 next-generation Clipper fare readers on BART, Muni, Caltrain, AC Transit, VTA, SamTrans, Golden Gate Transit, County Connection, Wheels, and SF Bay Ferry. Under the upgraded back-office fare engine, riders no longer need to purchase or preload a dedicated plastic or digital Clipper card to receive automatic multi-agency transfer credits: tapping any contactless Visa, Mastercard, American Express, or Discover debit or credit card—or an Apple Pay or Google Wallet payment card—now calculates the same $2.50 transfer discount within a two-hour journey window.

Whenever a commuter rides an AC Transit, County Connection, or SamTrans bus to a BART or Caltrain station and taps the same bank card or smartwatch at the rail faregate, the cloud-based Clipper 2.0 ledger automatically deducts up to $2.50 from the second agency's fare at end-of-day settlement. Previously, visitors, occasional commuters, and airport travelers who tapped bank cards or bought single-ride tickets paid full unbundled fares on every leg of a two-agency trip.

Simultaneously, MTC expanded instant online enrollment for the regional Clipper START program, which provides a flat 50 percent fare discount across all twenty-four Bay Area transit operators for adult residents earning up to 200 percent of the federal poverty level. Approved applicants can now link their 50 percent discount directly to a digital wallet card in under three minutes using smartphone EBT or Medi-Cal verification.

The regional fare-integration and transfer-credit initiative is underwritten through Metropolitan Transportation Commission Regional Measure 3 and state SB 125 transit transformation funds. Riders can calculate multi-agency transfer savings or apply for Youth, Senior, and Clipper START discounts on the Official Clipper Bay Area Portal.
