The Palo Alto City Council voted on Tuesday evening to adopt a comprehensive overnight parking ordinance that restricts oversize vehicles and recreational vehicles from parking on residential streets between 11:00 PM and 6:00 AM, while simultaneously authorizing $850,000 to expand municipal safe parking transition lots and social service navigation. Meeting at City Hall on Hamilton Avenue, council members sought to balance neighborhood traffic visibility concerns with compassionate housing pathways for unhoused vehicle dwellers.

The new regulations apply to vehicles exceeding 22 feet in length or 7 feet in height on all streets designated as residential zones. To ensure unhoused residents are not displaced without alternatives, the council expanded enrollment capacity at the Geng Road safe parking facility to 40 vehicles, providing on-site sanitation facilities, 24-hour security, mobile hygiene trailers, and dedicated caseworkers from regional non-profit LifeMoves to coordinate permanent housing applications.

During a three-hour public hearing, council members heard testimony from neighborhood residents concerned about pedestrian crosswalk visibility and RV waste dumping, as well as vehicle dwellers and faith-based advocates emphasizing the severe lack of affordable housing across San Jose, the Peninsula, and the greater South Bay. Council members directed municipal parking officers to provide a 60-day educational warning period and mandatory safe parking enrollment vouchers prior to issuing monetary citations or towing notices.

Residents, vehicle dwellers, and community service organizations can read the complete ordinance text, safe parking eligibility criteria, and municipal parking maps online at cityofpaloalto.org. Inquiries regarding safe parking registration, vehicle repairs, and housing placement navigation can be directed to the Palo Alto Community Services Department Monday through Friday at (650) 329-2100. The safe parking expansion at Geng Road will open on November 15.
